The education system of India has taken a shape wherein there seems to be no need for a board to get approved by the ministry of HRD to become a board and start awarding senior and higher secondary certificates. Anyone, who has got political power and government support, can declare itself a valid board at anytime without having the MHRD approval. Neither police will ready to investigate the case nor will the government bodies see any ill in such operations. One is distributing certificates for money and police is waiting for criminal complaints. All of it makes for the worst scene on educational front. Ministries and police department are noted shifting responsibilities on one another. It was the news Published in the last issue of the magazine about RIOS being valid or a not valid board ? with various inconsistencies and misconduct of practices that some strict actions were expected which the government has failed to take. Either it permits provision of certificates without holding examination or it doesn’t want to bring the truth out.
As the news was first broken by the iConnect in its Aug volume, this so-called open-school board RIOS (Rural Institute of Open Schooling), registered as a society under the societies registration Act XXI of 1860 govt. of NCT of Delhi, thousands of students belonging to rural areas of India; at more than 50 information centers/ examination centers/ study centers; under the ODL (Open and Distance Learning) system. The RIOS is not registered with COBSE (Council of Boards of Secondary Education) either, as COBSE denies having given an approval to the RIOS. 
Now, the first question that people ask is, “Can an NGO or a society registered under a state Act be authorized to award certificates/ marks-sheets by itself as a valid board?”
The RIOS director Mr. vikas  , in his statement, had remarked that RIOS provides certificates to students in secondary classes without needing them to appear for writing the examinations, which people could not digest and asked, “How can a board provide certificates without examination; and how can it not be in the knowledge of the MHRD, when RIOS openly declares to be running with more than 50 centers throughout country, having taken admissions of many thousand students?”
POLICE ALWAYS WAITING FOR COMPLAINTS
The police team, when contacted, informed that they cannot even start investigating about a case unless a criminal complaint is lodged. On the other hand, government body which is established only to govern educational sector, the MHRD, seems backing out by saying that they do not have anything to do with these cases is criminal as it is the responsibility of the  Police to deal with the matter. The way how the top government bodies and regulators should behave. If the MHRD will not take the matter into concern, who else will be there for the students? If the police will keep waiting for complaints, how come law and order could be maintained?
People say that even if a certificate provided without examination is valid and unapproved board, still how can a board say that documents/ certificates provided by it are valid in jobs and for admission in M.B.B.S, B.D.S, LLB ect, without the board being approved by an authorized body?
 ‘poor’ students, who have aspirations and want to make themselves, their parents and the country proud by achieving the greatest feats, get trapped in the mix of all the maligning actions of few ill-thinking individuals. Those with authority don’t take concerning issues seriously. There is a famous adage “might is right” which suits the RIOS issue perfectly. Those with power in their hands are never the sufferers. They can cheat the ‘weak’ and could get away with it.
Fight for Students 
Students cannot take the fight to the upper level should not mean they have no right to know the truth. They demand for truth to come out. If the RIOS is an approved and authorized board, the MHRD must declare it by including the name on its website or else boards like RIOS must shut immediately, say the people in anger and frustration.
NEW WAY TO PRINT MONEY IN THE NAME OF EDUCATION 
The RIOS also approves its franchisee, open study center/ information center/ examination center on payment of Rs. 25000 and to be a regional center or state coordinator on paying Rs. 5 lakhs as processing fee. It is headquartered in a small block in the Laxmi Nagar area of East Delhi. 
CONSTITUTION IS SAME LAW IS DIFFERENT  
The matter is also in the knowledge of the Delhi police, but they have not taken it into consideration while they boast of being alert 24x7. Earlier, many of fake-certificate scams have been busted by various police departments. There was a case at the start of 2013 wherein Visakhapatnam Police had arrested every person involved and ceased approx 600 degrees/ certificates. Delhi police boasting of being busy in maintaining the law and order have been beaten by the fraudulent acts of only a few people running a setup.
The reason behind police’s not taking corrective steps could be the power and authority of those who are conducting the whole educational scandal. If the people in public-service and protection do not have any accountability of what all is going on, who else can be held responsible for the mishaps that happen every now and then? There is a lot of hue and cry about various other subjects but no one is there to think about future and career of students. While everyone, from politicians, official working within government systems to other people, considers that it is the youth that shapes the future of a nation; it is not acceptable if few people with malicious acts are playing with their sentiments, are destroying their aspirations and distorting their dreams.
The government authorities and regulatory bodies must take RIOS matter into consideration and should act tough on those who are trying to destroy people’s faith in the system.

Students Waiting for Justice by Delhi Police



The Case as It Is:
It looks like degree sale-purchase acts by some institutions in the heart of our country are doing no harm to the country’s education system, as the government has stayed cold-blooded on such issues even after proven scams were reported. While even the top media houses are not targeting the loopholes in the field of education, but are promoting various institutes that are provocatively involved in offering certificates/ degrees with inappropriate records, IConnect has been the first to discover about this scam reporting two institutes, Megha Education Zone in Sagarpur region of West Delhi and Take Distance Education in East Delhi’s Laxmi Nagar area, for providing secondary education certificates and offering professional degrees like B. Tech., M. Tech., LLB., M. Pharma, M. Phil., Ph. D., B. Ed., MCA etc., apart from traditional ones such as BA, B. Sc., B. Comm. and others, for a certain sum of money, to the students who don’t know which way they could verify every detail. The police are waiting for FIR to be lodged to start investigation and the ministry of HRD is trying to part ways saying it is a criminal case and only police can take actions. The big question is “If the ministry acknowledges these cases to be crime, then why does it not announce any solid and strict corrective actions and if the ministry can declare any case as crime then what else are the police waiting for?”
Behavior of the Government and Police:
There would be reasons for not taking actions. In fact, there are many reasons for police or the ministry not announcing any steps against people running such institutions. First, they are highly influential, have political approach and find government officials on their side to lend a helping hand, and if that is the case then, who is going to complain and who will take action? Second, it is said that these malicious people have strong hold in the police department too. Top-rank police officials are in their contact who let them enjoy privilege of doing anything and everything, but seldom do they think about future and career of those young aspirants who are taken for granted. Students ask the government as to why it waits for crime to happen. Does our government prefer dealing with matters only after the damage is caused? Can’t we take proactive measures so that we could prevent wrongdoings from occurring? It is hard to guess why the government wants to shift responsibilities on others. It seems as if the police do not consider anything to be a crime, unless an explicit FIR is lodged. Shakarpur police, when contacted, drew hands from the issue saying the police cannot investigate the case before a crime is reported.
“Police can’t take any action against anybody, whether a person or an institution, unless there is an FIR lodged against it. The case is very complex and the ministry would decide what actions need to be taken,” said the Shakarpur SHO in his statement.
The Role of Regulators:
The students are unable to understand the role of regulators in the education system of India, if they can’t monitor different types of misconducts taking place within the system. If institutes like Megha Education Zone & take distance education, claiming to be running distance courses then providing B.Tech or MCA degree, LLB degree, Pharmacy or B. Ed. degrees; then what are bodies like AICTE, Bar Council of India and NCTE are doing? An distance education institute can provides professional degrees could be offered in distance mode also? Does both institute have taken approval from these authorities for offering programs and degrees in distance? There is a serious doubt about the affiliation from various universities, whose names are listed on the advertisement board of these institutions. Do the regulators look after anything going on in the system? The government has entrusted them with some responsibility. They need to take rightful decisions, otherwise what is the purpose of establishing a regulatory setup? These bodies must justify their position by declaring corrective measures, in order to make the students believe that government bodies take care of them.
Affiliating Universities Deny Association:
As the case was reported by IConnect in the August volume, the universities were asked to clear about what kind of association they have with these institutions. The university officials refused from having any linkups. The registrar of Jodhpur National University said, “The university does not run its operations anywhere outside Jodhpur. We have not authorized any institution to take admissions on the name of university or to run a study center.”
The question that arises here is if the university has no linkup then how come so many institutes have put its name on their promotion boards. If the institutions are playing with the status and reputation of the university, then why does it not file a complaint against such type of institutes? If the universities are not providing their degrees to Megha Education Zone or Take Distance Education, then where have the degrees come from? It means that degrees are being forged and sold for money. Are such actions strengthening the education system? The government needs to give it a proper thought. Police must examine and investigate the case. Before the situation turns sour, there needs to be strict actions against both of these institutes.
Megha Education Zone and Take Distance Education institutes are found to be involved in clear case of fraud, but police are sitting idle waiting for complaints. Do they permit certificate sale-purchase? There are proven records. Universities, which these institutions claim to have an affiliation from, are denying any linkup, saying we don’t give affiliations to these institutes. One of the universities has also said that they have lodged FIR against the institute. Still, institutions are there, going strong with whatever they have been doing for the last 5-6 years. Police, that say they would start investigating the case only after the complaint of crime is lodged, are seen parting ways. Now, as the FIR is also lodged, why do Delhi police officials have not yet woken up? There is doubt about whether the police have even reached the venue to check the campus, the files, and records or computers, printer and everything.
Students are innocent; does that mean they should be exploited for it? In our country, students are forced to pay for seeing the dreams and targeting big goals. They invest money, energy and time, only to be provided with fake certificates and huge disappointments. The institutions have not been executed yet, against the crime they’re involved in for several years.
As far as the students are concerned, they said that such statements are made only to transfer the responsibility from their shoulders. While demanding justice the students said, “We do not have any idea about what all is going on in the system. We only want the truth to come out. Strict step must be taken against those who are running such scams in the holiest field.”
REASON BEHIND DELHI POLICE WAITING TO TAKE ACTION
Delhi police are usually seen taking credits in various cases, but they don’t seem to draw any sort of inspiration from other police teams. In Jan 2013, Visakhapatnam police had ceased nearly 600 certificates of 6 different universities whereas within the last 6 months Hyderabad police has unearthed multiple cases of fraud. “What is the reason behind Delhi police waiting so long for crime to be reported to them? They should be pro-active in dealing with matters like this. It is not a case of theft, but the future of thousands of students depends upon how the policy-makers behave. The fate of a nation is actually decided by its youth. They should not be cheated by individuals like this.”
Megha Education Zone and Take Distance Education have least to do with imparting knowledge. The government bodies, police department and ministries are also not favoring students. If action is still not taken, it might cause a huge blow to the democracy. Institutions like Megha Education Zone and Take Distance Education put the students’ future and career in danger.

Jodhpur National University Chancellor Denies Having any Center out of state



Indian education system, having so many of it, enjoys its intimacy with flaws. One after the other, it keeps embracing the blemishes. The dissolution of dissolution of Distance Education Council (DEC) of Indra Gandhi National Open University (IGNOU), few public notices from the University Grants Commission (UGC) and sale-purchase of certificate/ degree are some of the examples. Recently, an institution in the national capital region of Delhi was found making claims of being JNU (Jodhpur National University) study center. This was something for the astonishment of all, as the JNU chancellor Kamal Mehta denies from having any of the university operations based outside the Jodhpur city.
A chartered accountant by profession, Mr. Mehta said in his statement, “JNU has been working in the city of Jodhpur to promote educational enrichment in the youth belonging to the sun-city, since its inception. We don’t have any study/ examination center outside the city.”
He further remarked about the university’s plans to achieve global status by taking one step forward at a time. “For the time being, we have kept all our focus on empowering young brains from Jodhpur with excellent form of education, without wandering between places. We have the aim of distributing knowledge all across the globe, crossing all bounds, but for now, we have total focus on creating a niche place of our own within the sun-city only,” Mehta maintained.
In his reply to the question whether there is any study/ examination/ admission center of the university in other state india , the chancellor said, “JNU does not have any center in other state or anywhere else in India, except Jodhpur. We don’t authorize an institution outside the sun-city for taking admission or to conduct classes. Ours is a limited range wherein we want perfection in our system. Unless, we have reached that goal, we don’t want to expand or enlarge our circle.”
From chancellor’s statements it is clear that the university does not have any center in India or even in Rajasthan, apart from Jodhpur city. If any institution is making such claims of being the center of Jodhpur National University, it would be deemed as invalid. The university chancellor refused from having any association with a center in the national capital territory of Delhi.

Cmj university chancellor requested the supreme court



The high-profile case of reported fraud in awarding Ph. D. degrees by Meghalaya-based CMJ University, whose self appointed chancellor Mr. Chandra Mohan Jha was at large, has come to the news again. There was a Supreme Court hearing on August 22, about the said degree selling scam. Mr. Jha requested the court to allow him a week’s time to file an additional affidavit with a promise of submitting all information. The court was adjourned, allowing him the requested time, and stating that if there is any reply on behalf of respondents (i.e. Meghalaya govt.), then it could also be filed within next 7days’ period. However, in an interesting and a well thought after move Mr. Jha has engaged two senior advocates from rival political parties, Mr. Abhishek Manu Singhvi of Congress and Mr. Ravi Shankar Prasad of BJP,  belonging to rival parties, are usually seen spitting fire on each other on television studios, to fight his case together. People seem astonished to note that two rival party persons have come converge to defend an absconding person. Suspected political involvement has given this case a unique turn.
The next date of hearing, as per the court, is fixed on September 12, 2013. According to the sources, the respondents’ lawyer, Mr. Siddhartha Luthra ASG says that he will take up the plea for cancelling the anticipatory bail, granted earlier by the SC, on a later date. Supreme court in a previous hearing had granted anticipatory bail to Mr. Chandra Mohan Jha. In its last hearing, the court had directed Meghalaya police to allow CMJ varsity officials to take copies of documents proving the appointment of Mr. Jha as the chancellor of the university. It had also directed any arresting authority to not capture Mr. Jha.
From the previous and subsequent court orders and statements, it is proved that the judiciary has positive view point on this case & it thinks in favor of the country’s youth. The court understands how much energy, money and effort is required to fulfill the aspirations. While the court orders have signaled positive outcomes, thousands of students are praying for things to get clear and the cloud of uncertainty to vanish.
Everyone is waiting for clarity on students’ career and varsity’s future, which can be predicted only after the next orders are issued on September 12. Till then, everyone from students, their parents, general public to each concerned person is waiting with one’s fingers crossed. The youth is trying to find another solace in the act with court giving signs of positive development of the case, keeping in view the career, future, life and sentiments of the young aspiring candidates.
