More Responsive Behavior is expected on Behalf of Government
Every government conducts its operations by distributing different tasks into various subordinate bodies, each having certain responsibilities to handle. If any misconduct of operations has taken place there then it may lead to a lot of controversies or conflicts making the things go haywire. The Indian Government’s responsible body for higher education maintenance and management is University Grant Commission (UGC) that approves and certifies universities all over India. There are numerous universities across India having the approval of UGC that are guiding many ambitious Indian and foreign students to fulfill their desire of getting higher educational degrees. Although status of Indian higher education throughout the country is quite okay but in some part, especially in the north-eastern regions, it is very concerning as the things are. This is mainly because of the ignorance on the part of government & UGC making the conditions miserable for students of India and abroad.
Recently, Maharashtra Government issued a circular to cancel all the promotions and increments as well as appointments of people carrying the degrees awarded by Meghalaya-based CMJ (Chandra Mohan Jha) University. The government states that nearly 4000 PhD and M. Phil. degrees awarded by CMJ University have been found to be Fake and the university officials are using fraudulent means to award the degrees to students. These cancellations have created whole lot of controversies as people claim that if the government has found CMJ University not following certain UGC norms then how come UGC had approved the affiliation of CMJ University and had permitted the university to award degrees? Those who are having the CMJ University Degrees say that it is the task of government to ensure whether the university is following all the norms before UGC approves or not ? Any person who takes an admission into some higher degree course is not responsible for the mistakes committed by government bodies. These people also find the steps of government conflicting because on one hand the UGC, itself a government body, grants approval to universities where the appointments, promotions and increments are being cancelled by government on the other hand. On the part of students there is no wrong step because they take admission into a university only if it features in the list of UGC approved universities.
About the CMJ University Degrees the controversies don’t stop here as Union Minister of Human Resource Development Mr. M Pallam Raju stated that strict actions must be taken against the CMJ University. There is a huge uproar against this in the people possessing CMJ University Degrees. These people say why Mr. Raju didn’t feel the urge of taking some stringent action against UGC or AICTE the higher responsible bodies instead of stating to take the actions only against the CMJ University. It’s well known a statement that “Might is Right”. So, shall it be considered that because the government cannot deal with the flaws in its own system therefore it wants to hide the inability of system by taking actions against the bodies like CMJ University? The people say that it is considerable if they cancel the approval of CMJ University to award degrees further in future but it is no wise decision to cancel the degrees which people have already acquired as it will destroy their future and will carry no compensation for the time they have invested in acquiring the degrees.
Always it is thought that a higher body means it should take more responsibilities than a lower one. So, people expect the UGC to stand and take up the matter rather than leaving it to the CMJ University only to deal with the things. The Maharashtra Education Minister said that an FIR should be lodged against those who got an appointment on the basis of these degrees citing Section 8(4) of Maharashtra Universities Act, 1994. This is another reason for the people’s disappointment as they find no mistakes on their behalf. Also, the uproar in people is because of one other reason that their degrees are being called Fake while the UGC itself has permitted the CMJ University to award them. Yes, the degrees may be invalidated by government but why to punish those who are not the reasons behind this show; most of the people ask this question.
Overall, as the things stand, the government is not able to deal with the lapses in its own system and trying to wrap up the huge issue by accusing those who either don’t belong to their system or who are helpless because of the various rules and regulations but the students’ point is right that the government should conduct an out and out scrutiny inside out.
So in this entire case, government body is one, who is solely responsible for everything but what about those students, who had having CMJ degree and who are currently studying from CMJ University. Being a policy maker, we just want to ask a question to the policy maker from government body, why they have not enquired, when the case have already logged in 2012 by Chennai government. so why government has not taken any action against CMJ University and who will be responsible for those students.
